Bhubaneswar: The Union government has launched the Digital India Land Records Modernization Programme (DILRMP) 3.0, which will be implemented from April 2026 to March 2031, with a budget of Rs 565.50 crore. This initiative aims to develop a unified, GIS-enabled, and citizen-focused digital land administration system.
On Thursday, Union Rural Development Minister Shivraj Singh Chouhan introduced the operational guidelines for DILRMP 3.0, which aims to consolidate land records, cadastral maps, and registration data into a single, interoperable platform referred to as the Land Stack.
Suresh Pujari, Odisha’s Revenue and Disaster Management Minister, along with senior state officials, participated in the launch event virtually from Lok Seva Bhawan.
This new phase will prioritize cadastral parcels as the main spatial layer, integrating Records of Rights (RoR), registration information, circle rates, encumbrances, land use, building plans, and other pertinent data through interoperable APIs. The unique identification number for land parcels will be known as ULPIN or Bhu-Aadhaar.
The programme’s objectives include digitizing and georeferencing land parcels in rural, semi-urban, and urban regions, modernizing legacy land and registration records, enhancing property registration processes, and ensuring secure, consent-based access to land-related services.
Additionally, it plans to digitize revenue court procedures to expedite mutations and resolve land disputes, while establishing mechanisms for smooth data exchange among land administration agencies.
Pujari stated that DILRMP 3.0 would revolutionize land administration by creating a cohesive, digital, GIS-based system, enhancing transparency, service delivery, and security.
He highlighted that modern record rooms have been set up in 311 out of 317 tehsils in Odisha, and advanced surveys are currently being conducted in districts such as Jharsuguda, Jagatsinghpur, Jajpur, Kendrapada, Kalahandi, and Ganjam.
To date, the state has digitized 1,99,86,487 land records, and cadastral maps have been created for nearly 51,742 of the 51,802 villages in Odisha.
In terms of infrastructure, 213 out of 321 Sub-Registrar Offices in the state have been computerized, with plans to technologically upgrade 108 registration offices established in 2025 still in progress.
A DILRMP Cell has also been set up at the Revenue Officers’ Training Institute (ROTI) in Gothapatna to enhance the skills of revenue field officials.
Pujari emphasized that since Prime Minister Narendra Modi took office, the Central government has been working to modernize and computerize land records across all states. The goal is to address land-related issues rapidly with modern systems, deliver services directly to citizens, and improve transparency and efficiency.
He also mentioned that before launching Phase 3.0, the state achieved an impressive success rate of approximately 99.8% in the earlier phases of computerization.
