The initiative seeks to ensure that development is not restricted to few areas but is extended to districts that have seen limited industrial activity. For instance, the western part of Odisha will encompass districts like Sambalpur, Bargarh, and Sonepur, focusing on sectors that align with regional strengths. Industries such as food processing and textiles are expected to thrive in this region, while chemical and petrochemical ventures will be concentrated near ports. Mineral-rich areas like Jharsuguda and Sundargarh will continue to attract projects related to metals, aluminum, and power.
Odisha is primarily an agrarian state, yet it aims to strengthen its position in food processing. Although Odisha ranks among the top states for food processing, the challenge lies in its demand-driven nature. States with larger urban centers, like Maharashtra and Gujarat, create higher demand, which is a key factor. While Odisha’s market is developing, initiatives such as participating in major food processing events aim to enhance its status as a food processing hub. The demand dynamics, rather than inadequate infrastructure, are the primary constraints; as urbanization and consumption increase, Odisha is poised to become a significant player in eastern India’s food processing sector.
Odisha has made numerous Memorandums of Understanding (MoUs), but the real challenge remains in transforming these commitments into tangible projects. IPICOL focuses on both the ease and speed of doing business, emphasizing that their role continues until production begins. Facilitating land allocation, approvals, and clearances is crucial. The integration of the GO SWIFT portal with other departmental systems aims to streamline document submissions, thereby speeding up project implementation.
To attract investments beyond mining and metals, Odisha is prioritizing sector-specific policies. While the state has a robust performance in mining, it is now developing dedicated policies for textiles, semiconductors, global capability centers (GCCs), and pharmaceuticals. The establishment of sector-based industrial clusters is also encouraged, as this approach builds investor confidence and facilitates quicker operations for industries.
Employment opportunities, particularly for women and skilled workers, are also a part of this strategy. Women are anticipated to play a significant role in sectors like textiles, while technology-driven fields, including semiconductors and IT, will provide openings for both women and skilled professionals. By 2029, Odisha aims for increased levels of industrialization across most districts, alongside significant growth in MSMEs surrounding anchor industries. For instance, food processing units will necessitate packaging, testing, and other support services, leading to opportunities for MSMEs. Similar ecosystems are expected to develop around textiles and other sectors, with a focus on strengthening these connections through coordinated efforts from IPICOL and the MSME department.
As the number of MSMEs closing down in Odisha rises, the state is implementing measures to support small businesses. Sustaining micro enterprises can be challenging, especially as many operate as household units. Effective support requires collaboration among various departments, including MSME, agriculture, Mission Shakti, and women and child development. Marketing assistance is essential, along with training in areas like quality control and packaging. The goal is to empower entrepreneurs to advance beyond basic manufacturing and establish sustainable businesses through improved market access and skill development.
