Bhubaneswar: The Indian government is set to launch the Digital India Land Records Modernization Programme (DILRMP) 3.0, which will run from April 2026 to March 2031 with a budget allocation of Rs 565.50 crore. This initiative aims to establish a unified, GIS-enabled, and citizen-focused digital land administration framework.
On Thursday, Union Rural Development Minister Shivraj Singh Chouhan introduced the operational guidelines for DILRMP 3.0, which will work towards integrating land records, cadastral maps, and registration information into a cohesive digital platform known as the Land Stack.
Odisha’s Revenue and Disaster Management Minister Suresh Pujari, along with senior officials from the state, participated in the launch event virtually from Lok Seva Bhawan.
The new phase of the program will focus on using cadastral parcels as the main spatial layer. It will incorporate Records of Rights (RoR), registration data, circle rates, encumbrances, land usage, building plans, and other pertinent details through interoperable APIs. Additionally, ULPIN, or Bhu-Aadhaar, will act as the unique identification number assigned to land parcels.
This initiative aims to digitize and georeference land parcels in rural, semi-urban, and urban regions, modernize property registration processes, digitize legacy land and registration records, and enable secure, consent-based delivery of land services.
Moreover, the program intends to digitize revenue court processes to minimize delays in land mutation and dispute resolution, while also establishing mechanisms for seamless data sharing among agencies involved in land management.
Pujari emphasized that DILRMP 3.0 will revolutionize land administration by creating a cohesive, digital, GIS-based system that enhances transparency, service delivery, and security.
He noted that Odisha has made significant strides, with modern record rooms established in 311 out of the state’s 317 tehsils. High-tech surveys are currently in progress in Jharsuguda, Jagatsinghpur, Jajpur, Kendrapara, Kalahandi, and Ganjam districts.
To date, the state has computerized 1,99,86,487 land records, and cadastral maps have been developed for nearly 51,742 of Odisha’s 51,802 villages.
Out of 321 Sub-Registrar Offices in the state, 213 have been computerized, and efforts are ongoing to technologically upgrade 108 registration offices established in 2025.
A DILRMP Cell has been set up at the Revenue Officers’ Training Institute (ROTI) in Gothapatna to enhance the skills of revenue field officials.
The Revenue Department continues to strive for a more transparent, citizen-centric land administration process through cashless and paperless registration methods as well as technology-driven monitoring systems.
