Bhubaneswar: Odisha has invested ₹7,915.22 crore in the National Health Mission (NHM) for the financial years 2024-25 and 2025-26, as reported by Union Minister of State for Health and Family Welfare Prataprao Jadhav in the Lok Sabha on Friday.
In response to a query from Baragada MP Pradeep Purohit, Jadhav detailed that the central government allocated ₹3,677.50 crore to Odisha under the NHM during these two years.
Specifically, Odisha received ₹1,916.79 crore in 2024-25, while the state reported an expenditure of ₹3,585.01 crore. For 2025-26, the Centre provided ₹1,760.71 crore, against which Odisha’s reported expenditure was ₹4,330.21 crore.
The ministry emphasized that the central allocation figures are grants from the Central Government and do not factor in the contributions from the state.
Jadhav also noted that public health and hospital management are primarily under the jurisdiction of State governments, placing the onus of enhancing the public healthcare infrastructure, workforce, and service delivery on the respective States and Union Territories.
Nevertheless, the Centre offers both technical and financial support to states, including Odisha, through the NHM, contingent upon proposals made via Programme Implementation Plans (PIPs). Approvals are then granted based on Records of Proceedings (RoPs), adhering to set guidelines and resource availability.
The ministry further underscored the significance of Ayushman Arogya Mandirs (AAMs) in bolstering primary healthcare. These centers extend a wide array of services, including the screening and management of non-communicable diseases, maternal and child healthcare, mental health services, as well as dental, eye, and ENT care, in addition to palliative care.
As per government insight, the AAM initiative aims to transition primary healthcare from being predominantly curative to focusing on preventive and promotive healthcare within communities.
To enhance the quality of public health services, the government has instituted the Indian Public Health Standards (IPHS), which encompass areas such as infrastructure, human resources, medicines, diagnostics, equipment, quality, and governance.
In June 2024, an IPHS dashboard and open-source toolkit were launched to assist health facilities, including AAMs, in self-assessing against the 2022 IPHS standards. These tools are designed to aid authorities in identifying deficiencies and implementing corrective actions.
Additionally, the ministry indicated that the execution of NHM programs, encompassing infrastructure advancements, healthcare manpower, and service delivery, is routinely evaluated through review meetings, field visits, mid-term assessments, and Common Review Missions.
Healthcare services in districts such as Baragada and Jharsuguda are also included within the Health Dynamics of India (HDI) 2023-24 assessment framework, as stated by the ministry.
